Subcontracts Administrator

Candidate Sought:  Cabrera Services, Inc. seeks a Subcontract Administrator for the East Hartford, CT office. 

Description: Successful candidate will have a minimum of 5 yrs. experiance in preparing and administering subcontracts for both federal and commercial contracts. Must be capable of competitive RFP preparation, analysis of responses and selection for subcontract award.  Ability to work within a developing automated procurement system. Should be familiar with FAR, have excellent writing skills, be able to interact and negotiate with subcontractors.  BA in Business or Accounting required.

Project Managers

Candidates Sought:  Cabrera Services, Inc. seeks Project Managers with three to five years of direct project management experience.  Positions are available in our Albuquerque, NM and Baltimore, MD offices.

Description: Successful candidate will be responsible for all aspects of project performance, including but not limited to:

  • Overall direction for the successful execution of all project level activities
  • On-time delivery of project deliverables
  • Project planning
  • Personnel productivity
  • Technical quality
  • Contract and subcontract implementation
  • Budget control

Position requires familiarity with CERCLA, RCRA, FUSRAP, and MARSSIM.   Must be able to support various technical aspects of projects; therefore, candidate should be prepared to provide samples of prior technical writing.

Requirements: Experience working on federally-funded programs is required; experience with cost reimbursable and time and materials projects is desirable.  BS in related field required.  Professional certification a plus.  Field experience beneficial.  Experience managing projects for the U.S. Army Corps of Engineers (any District) and/or the Air Force desired.  Project related travel to support the client and field efforts will be required.

Senior Health Physicist / Radiological Engineer

Candidate Sought:  Cabrera Services, Inc. seeks a Sr. Health Physicist with 6 to 12 years experience for our Baltimore, MD and Sacramento, CA offices.  Specific Experience in Decommissioning Health Physics or Environmental Site Closure is preferred. 

Description: Qualified candidates will analyze and develop solutions to a wide variety of technical and complex problems for a variety of federal and commercial clients.  Responsibilities will include:

  • Development and implementation of technically-defensible project design criteria
  • Preparation and Review of radiological and/or environmental planning documentation
  • Providing technical support to field teams performing site investigation and remediation tasks at radiological and hazardous waste sites
  • Ensuring field procedures and sampling conforms to client and company-specified QA/QC protocols and requirements.   

Candidate should be prepared to provide samples of prior technical writing.

Requirements: Bachelor’s degree from an accredited university mandatory.  Master’s degree preferred.  CHP and/or PE certification desired.  Knowledge of radiological and environmental regulations, programs, policies and procedures within his or her area of responsibility is required.  A working knowledge of site investigation and closure protocols using the MARSSIM manual at both CERCLA and US NRC licensed sites is a must.  Project-related travel to client sites and locations will be required.

Certified Health Physicist

Candidate Sought: Cabrera Services, Inc. seeks a Certified Health Physicists, for our East Hartford, CT and Sacramento, CA Offices.

Qualifications for this position include: twelve years experience in contaminated site investigation and remediation projects.

Description: The qualified candidate advises on, administers, supervises, and/or performs research or other professional and scientific work in any of the fields of science concerned with matter, energy, physical space, time, nature of physical measurement, fundamental structural particles, and the nature of the physical environment.

Designs and oversees field investigations, personnel radiation dosimetry usage and handling, field and laboratory data interpretation, evaluation and design of remedial actions, report preparation, and serves as liaison between clients and regulatory agencies. Possesses a fully functional knowledge of environmental laws, regulations, programs, policies and procedures.

Participates in peer reviews of programs, in workshops and in conferences; develops and maintains quality assurance data to support analyses; and writes technical reports and papers for publication.

Participates in formal and informal reviews to determine quality and in the development of quality assurance (QA) plans.  Examines and evaluates the QA process and recommends enhancements and modifications.  Aid in the development of quality standards.  Ensures the quality and integrity of work performed, verifying that effective procedures and controls are consistent with task requirements, and testing procedures and controls.

Monitors performance and compliance of contract; provides customer service quality assurance and functions as liaison with outside auditors. Ensures the quality and integrity of work performance on projects by ascertaining that effective procedures and controls in all areas are consistent with the Statement of Work. Familiar with performance standards and quality assurance methodologies and maintains the reports and records to support level of performance on those standards.

Formulates and provides technical guidance and advice on regulations, policies, and other guidelines.  Designs, coordinates and implements a variety of comprehensive studies.  Presents policy and technical issues at workshops, conferences, and symposia and in publications and journals.

Provides environmental planning; coordinates environmental compliance and hazardous waste management issues, which may be complex and controversial; analyzes and develops solutions to a wide variety of technical and complex problems.  Prepares and reviews environmental planning documentation and provides technical support in hazardous materials/waste management, response requirements, Clean Air Act, as examples.

Oversees and coordinates activities of environmental engineers, health physicists, scientists, and other support personnel.  Requires 25- 50% travel and project direct field activities.

Education: Bachelor’s degree and Master’s degree from an accredited university in an applicable field of study.  Experience equivalency may be substituted for the Master’s degree, although the Master’s degree is preferred.  Professional certification/licensure/registration is required (e.g., Certified Health Physicist (CHP), Professional Engineer (PE), Certified Industrial Hygienist (CIH), Certified Safety Professional (CSP), etc.).
